Excel directions call for 5x the ongoing recommended daily dose "upon 1st use or after a major (>40%) water change".

I have a 26 gallon tank with a heavy bio load and do daily approx. 40% water changes, so according to the letter of seachem's instructions that would call for roughly 12.5 ml/day as opposed to 2.5 ml/day. Can't figure out why this makes sense; mathematically the 40% water change should call for 3.5 ml vs 2.5. What, if anything, am I missing?
