the Texas Parks and Wildlife has discontinued efforts in finalizing the regulations and lists of plants to implement the white list mandated by Texas HB 3391. One of the original co-authors has initiated this as it has become apparent that the white list would be far more difficult if not impossible to do than originally thought. I am guessing that we will go back to some kind of black list and maybe special rules covering algae and genetically engineered algae.
Is anyone aware of the best practices for effective prevention of exotic plants invading local waterways? Does any State do so extremely well?
Do you have any recommendations for provisions that should be in any such legislation? You can take a look at the list I came up with here
