Stunted tank and hair algae

Hi Tom. My tank (55 g. planted) seems a little stunted. Hair algae started showing up. I battled it for 10 days and it was gone. The right side of my tank seems to do well now but the left doesn't. Hair algae is coming back to my left side. my stats are: NO3=5. PO4=2 (yes 2), CO2 = 30 ppm. I'm dosing KNO3 and KH2PO4. Any ideas on what is stunting my plants? What can I do to chase off the algae?

I figured everyone would no issues navigating this format.
The goal is not compete nor have a forum really, but I guess it will go that way to some degree for the subscribers.

Main thing is a place to post the science and the articles.
Many of you will be able to figure out other memeber's issues also. Feel free to help if you see an issue.

If you are doing EI, theh all that's left is CO2 generally and routine maintenance.
