Tank has been up for just over a month and now this algae is cropped up. Tests seem fine and c02 has been consistent with my drop checkers reading a nice lime green every day. The only thing I changed was moving the light closer because my par readings were low when I checked em. I'd love some help/advice if anyone has experience with this type of algae!

Looks like Rhizoclonium. Remove all algae manually, do a 90% waterchange afterwards and clean your filter well. Go back with the light to the intensity you had before.

If it keeps coming back after this, you could try a treatment with Algaefix to kill off the little bits.
