I have some rotala sp green that seems to be spreading across the substrate like a carpet plant rather than up like my rotala colorata?

Is this normal for this plant? To much light?

I've seen it do this under high light. I've also seen it not do it under even higher light. I'm not sure if light is the main factor to be honest. It grew straight up in the highest light tank I've ever run. Its crept along the substrate in a 55 gallon with less light. Not every stem did it though, it was the odd one or two that would. Maybe low nodes start to root and then take off horizontal.
