Question about planting monte carlo

Whats the best method do plant monte carlo in a tank thats already flooded? Most of the videos I see are planting for a dry start.

If you got it in a pot with rock wook keep some of the rock wool attached to the roots to use as plugs and plant it in the substrate. Without rock wool, if you have fine substrate you can try to plant them directly in the substrate.

I currently have sand as my substrate. Do you think it would be a bad idea to have 50+ osmocote tabs in the substrate as the monte carlo carpets?

The way I do is this: I wrap the short stems around small rocks with cotton thread, and lay down the rocks. In a couple of weeks the rocks disappear under the spread carpet,
