Pre soaking ADA AS

Can I go ahead and pre soak my 10x9 liter bags of AS Amazonia in say a 60 gallon plastic trash can to get started on clearing out the ammonia spike instead of waiting for new tank to get here?

No need to soak aquasoil beforehand (defeats the purpose).
Aquasoil leaches ammonium, not ammonia.
Soaking aquasoil w/o circulation will cause it to smell.
Adding wet aquasoil to a tank can cause the granuals to crumble.
Adding water to wet aquasoil will cause a cloudy mess.
I wouldn't do it.
If you're worried about the ammonium levels (algae), plant the tank densly from the start. Adding desnly planted plants will speed up the cycling process, introduce plenty of bacteria into your tank, and head off issues with algae before they start. I would also recommend daily >50% water changes for the first two weeks after set up. Then twice weekly for the next few weeks.

In general, you don't want to disturb this substrate too much.
