Ortho Phosphate Testing Results- how does it relate to data in literature?

    I purchased a HACH ortho and meta phosphate test kit. There are no liquids for the orthophosphate testing. Packets of powder are added to the sample test tube and in a few minutes matched to a color wheel. My question is this: When the literature describes phosphate levels, is it a combination of ortho and meta phosphate or just one and if one, which one?
