Would I be right to say that with blue at 50%, the spectrum would almost look great? There is par ratings on their web site as well. Would not 80-120 par be considered high? Thats at 30cm though. So would likely be a little lesser in a typical tank.

If each channel is independently controllable there is no reason you couldn't get the exact color you were looking for. Those par readings may have been taken with out any water and you will see a substantial decline in those numbers at the same distance with water.
