I know some plants do better to be topped and replanted, while some do well with trimming and letting new shots grow, but what about this plant?

I top mostly, then replant the tops or sell them. Every so often, the lower stumps get ratty, then I top and replant only the nice tops.

so once you cut the top off, do new shoots come out of the side? How would you get more stems then if it doesn't? Wouldn't you just be planting the same stem over and over again, but just the top of it?

Depending on how much of it you have, you can replant the tips next to the rooted stumps then you can see how it propagates and if it doesn't happen you still have the nice topped portion remaining.
And yes it produces side shoots at the higher nodes towards the cut

I get tons of side shoots.
It's relatively slow growing compared to say Cuba, but it takes off well for me after a couple of weeks.

Thanks for the responses! I have noticed the trimmed sections growing back with side shoots.
