Sort of basic stuff, electrical conduit pipe benders from Lowes/Home Depot etc.
I paint the pipe after I bend it.
A pipe cutter can help to cut to height.
Some brackets they sell to hold the pipe the pipe in place on the back of the stand etc.

Then make some loops for the wire to hang the fixture from.

Take parts and add to tank, not much to it really.
Bending the pipe at 90 degrees takes a few seconds.

What are the funky clamps holding the wires at the top of the one arm implementation?

I think those clamps with the light fixture. Those are for the 150watt MH light from fishneedit.com.
