Help with 90 gallon set up.

Just wondering if a undergravel filter with plants in the gravel is appropriate for a fry tank. After all it is not my obsession with water change which led to good water conditions but plants utilizing most nitrates which appears to have done it.
What do you guys think?

I transfered the fishes to a separate breeder tank, they stayed there for about 4 days, never ate, did not display and then started turning dark. I transfered them back to main tank and within 12 hours they spawned again.
The tank on the other hand is densely populated with reddish algae which covers the leaves with thin layer.
The CO2 is being injected through a diffuser.
Now the questions I have are
1. How long to inject CO2 in a day?
2. How much CO2 and how do you know when it is enough?
3. Do I need to overdose on CO2 to get rid of algae?
4. Do I continue with Excel or step up a notch on Excel to get rid of the algae?
5. What do I do with fertilizer dosing when combating algae= decrease/increase ?
