Hair Algae Help

Hello Everyone, I've been having some issues with Hair Algae in my nano tank, I've been manually removing as much as I can using a toothbrush and trying to adjust dosing and lighting routines to combat this algae, but it still seems to be coming back.

Tank: ADA Mini-M
Light : ADA Aquasky on for 6 Hours a Day
Flora : Needle Leaf Java Fern, Christmas Moss and Fissidens.
Dosing : Pfertz N and K only, Any dosings with potassium or micros just seem to grow more algae.
Dosing Frequency : Every alternate day
CO2: Pressurized co2

My theory:
The plants I have are not consuming nutrients fast enough and the lights are just too much for the plants.

Can I lower the lighting period any further without causing harm to the plants ? Or should I raise the light instead or diffuse it to make it less intense.
Will dosing Seachem Excel Help ?
Any other suggestions ?

CO2, CO2 and CO2, and also reducing the light intensity, duration is good at 8 hours etc.

You can easily kill green hair algae using API's algaefix, but you need to remove the shrimp for 2-3 days(A bucket, air stone etc, do not feed them during this time).
Water change before and after treatment, then focus on cO2, reduce the light so, you have very low light plants, and the tank looks very bright, but that might the pic.
Less light= less CO2 demand= easier to provide stability.

Thanks Tom, The light is indeed too bright, i am guessing it is too much for a tank with low light plants. I am going to try and diffuse the light using a small piece of acrylic to try and reduce the intensity.

Those plants barely need any light to grow...........

Just an update on the progress of the fight against algae, I cut a small piece of translucent black acrylic and covered the light with it. The light output is significantly less now. I have also been nuking the tank with excel daily. I bumped up the co2 just a notch as well.
Before I did any of it, I removed all the plants and dipped them in excel . I cleaned out any algae I could see by hand.
The algae seems to have significantly reduced, I still see it in some areas, but it is not as widespread. Also any remaining algae is easily removed by hand.. its not stuck to the plants or glass anymore.
