Co2 and O2's role in algae control

Co2 and O2 plays a role, as far as I know, in algae's functionality in terms of the rubisco having to deal with O2 instead of CO2. In that case, would adding or creating a very rich O2 environment assist us in battling against algae? Can you also explain this mechanism further?
