Tom:

How do I know if I should dose CaCl2?
My kH is 3-4 and my GH 2-3, and I dose EI Using only MgSO4 with CSM+B for traces.
Do you see a noticeable deficiency in plants that would require CaCl2?

CaCl is not actually dosed like other fertilizers. It is used to add calcium hardness to water with too low GH. Adding calcium and magnesium (epsom salts, for example) is a way to jack up the GH. Generally it is done at water changes only. I think I am correct about that.

I have dosed Mg with the traces, Mg once a week, and no Mg at all. I couldn't see any difference among those options. My tap water has some Mg in it, according to the water company report, so I doubt that I need it anyway.

I think it's safer to based your assumptions on both Mg and Ca.
So add something like Greg's GH booster, cheap and has both in it already.

You can also use CaSO4, does not dissolve quite so fast, but will within a few min/hour etc.
