Algae problem with ADA substrate

Hi All
My tank specs are as follows:
Tank age: 3 months
Tank Size :- 22g, 24X12x18
Substrate:- ADA Amazonia(new)
Co2:- drop checker in green zone,24 hrs
Lights- CFL 96 w, 4+4hrs (on timer), no reflector
Filter:- Eheim 2224
Flora:- Hygrophilla C.
Hygrophilla??
Ammania Senegalensis
Marselia
Bacopa
Glossostigma
Dwarf Saggitaira
Fauna: 5 Rams
Fertilizer: 3.6 ppm Potassium, (diy K2so4),
2 ml Flourish trace every alternate day
Water Changes: 50% weekly

In initial stages I had a lot of brown algae (Cladophora?). However large water changes and manual removal took care of this algae.
For last 10 days I am seeing black algae like spots on nearly all plants, I can wipe them out easily with hand.
Do I need to change my fertilizer regime?

Likely need to add shrimp and do more water changes, say 2x a week, focus on CO2 etc.

I live in a remote area and nearest LFS is 120 km, getting a shrimp is little difficult.
I will try & increase co2, hope I don't kill my fish.
Water changes are now going to be 2x a week.
I have gone through most of your newsletters and am very impressed with the level of knowledge in those Newsletters.
It is indeed hard to find this level of scientific knowledge, the only book coming close to this level is Diana Walstad " Ecology of Planted Aquarium".
As stated above, I am not using ADA line of fertilizers, but a close approximation of Step 1 & Brighty K.(Thanks to you, saved a lot of money)
I would like your opinion on following:
(1) Should I start a approximation of Brighty lights, i.e nitrates,phosphates.
(2) Will it help to reduce my lights, even at 96w my glosso is getting tall.
