10 gallon planted tank... need advise about light and dosing?

I'm starting a new iwagumi style aquarium and i have some doubts regarding the lighting i am using, and about the fertilization.

My setup:
Aquarium: 40cmx27cmx35cm (37L/10G)
CO2: Pressurized 1bps (solenoid and drop checker) + CO2 glass diffuser
Lights: 2x24W T5 HO (GLO T5 fixture 60cm)

Fertilization:
2.5ml daily TPN +
3ml daily K (KCI solution arround 3ppm)
2ml Flourish Excell

4.17ppm NO3 (diary) x 7 days week
0.22ppm PO4 (daily) x 7 days week
3.72ppm K (diary) x 7 days week
0.27ppm MG (daily) x 7 days week
0.05ppm Fe (daily) x 7 days week

Substrate:
JBL Aquabasic Plus
JBL Manado

Filtering:
Jebo 810b - 910 lt / h

Plants:
Glossostigma Elatinoides
Echinodorus tenellus
Rotala Sp Green

So I have two big questions, the first one is that the lighting fixture is 60cm long, is this inadequate for the size of the aquarium (40cm)? The second question is that the setup has more or less two weeks and I did not noticed any plant growth, even from Glossostigma, what could be happening?

Another strange event is that every day I find my Glossostigma floating, as a precaution i removed the ottos and the amano shrimps to another aquarium and yet this happens and i do not know what to do.

Please, give me your advice.

I think that u should run 1 bulb of your lamp

The glosso should be planted pretty deep with tweezers.

In general it takes about a month for it to show signs of good growth.

Amano shrimps is the culprit, remove them until the glosso start spreading
